Just wondering what other municipalities are using when it comes to approving scanned invoices, cheque registers, vouchers, journal entries, etc. ? Are you using Adobe's dynamic stamp that is tied to the signed in user, Docu-Sign (can become expensive given volume and number of signers), or some other approving tool? Trying to find the appropriate balance between authenticity and cost. Before the digital era it was (or still is) manual signatures or initials, which really could be easily copied and pasted given the various clip / snipping tools if one was going to be misusing.
