Water & Sewer Rate relief during building restoration

Since the majority of our residential properties, and some commercial properties do not have water meters, we base our user rate fees on the type of business or type of residence. Apartments pay a residential per unit that is about 20% less than Single family residential. We charge the full rate if the SFR home has been demolitioned or is vacant.
For those of you who have a similar fee schedule, do you have any type of relief for a building that is unoccupied by fire or flood, and is currently undergoing restoration. If so, please share your bylaw with me. Thanks. [email protected]
